Pattern Question Help with shorts pattern?

Hi!! Following a pattern for a halloween costume. I’d say I’m getting good at sewing, and I’ve been able to understand the rest of the instructions for the pattern, but the instructions for the shorts has confused me so much.

The tattered ends are supposed to be the leg holes, but I feel like the way the pattern wants me to sew the crotch, it’d be the opposite. Can someone please help?? I really wanted to get this done tonight but I’m struggling so much

I included a photo of what the shorts SHOULD look like, too, if that’ll help

To be honest, I'm not a fan of those instructions or pictures, I'm struggling to imagine what they're getting at.

With shorts, you tend to stitch the the sides together to create the 'leg'.

To stitch crutch you'd put one leg inside the other & stitch crutch seam, (reinforce with 2nd row of stitches).
