Ok assuming Naruto wasn’t Hokage I honestly think Neji (RIP) would’ve been better suited to the position than Shikamaru if he had survived and continued developing into adulthood.
Not because Neji was smarter. Shikamaru is obviously the better pure strategist. But I think people sometimes equate ‘smartest strategist’ with ‘best leader’ and they aren’t the same thing.
Shikamaru is extremely abstract and strategic. He’s brilliant at analysing situations, predicting outcomes and creating plans, which is exactly why I think he’s better suited as the Hokage’s chief strategist/adviser. Neji’s intelligence is more grounded and operational. He has stronger command presence, takes responsibility seriously, understands hierarchy and institutions and is better suited to actually carrying executive authority.
The Sasuke Retrieval arc shows this really well. Shikamaru creates the strategy to escape Jirobo’s chakra dome while Neji understands what he’s doing without needing it explained, verifies it with the Byakugan and explains it to the others. When Shikamaru considers splitting the group Neji is also the person he trusts to lead the second team. They already understand each other’s strengths with basically no ego involved.
Shikamaru could absolutely be Hokage. I’m not arguing that he’d be bad at it. I just think putting him in that position means your greatest strategic specialist is now also spending enormous amounts of time on administration, diplomacy, public leadership, personnel, clan politics and every other responsibility attached to the office. Neji as Hokage allows Shikamaru to specialise in the thing he’s uniquely exceptional at while Neji’s much broader leadership profile gets used at the executive level.
Neji also has the advantage in conventional combat ability which matters because Hokage is still the supreme shinobi position in a military village. He was already the only one of their generation promoted to jonin during the timeskip (even though Kishi made him useless), was considered a genius from childhood, had the Byakugan and Gentle Fist and died at only seventeen. We never actually got to see what an adult Neji in his late twenties or thirties could have become.
And symbolically Neji becoming Hokage would’ve been huge. A Branch House Hyuga who grew up believing birth determined your destiny eventually becoming the leader of the entire village would’ve been the perfect conclusion to his character arc.
Neji definitely had weaknesses. He could be rigid, emotionally reserved and overly certain of his own conclusions but that’s exactly why Shikamaru would’ve been such a strong adviser for him.
So basically: Shikamaru is the better strategist, but Neji had the stronger overall profile for Hokage—command, responsibility, combat ability, institutional understanding and symbolism.
If Naruto wasn’t going to be Hokage, I genuinely think Neji as Hokage with Shikamaru as his chief strategist/adviser would’ve been one of the strongest possible leadership structures for Konoha.
