any help in identifying this symbol!!

hi all! i found what appears to be some sort of jewelry box near a river where I live in upstate ny. It has a wood engraving and a metal inlay with three circles. I was wondering if anyone here could help me identify the meaning behind the symbol or if it has any relationship with Celtic paganism.

4. Do not put yourself or others at risk of harm
