Meanwhile spock has concluded the only logical approach, purely for the sake of diplomacy, is to let the captain go. The federation wishes cordial relations with these people, and this will secure that.

Also Kirk will go down anyway so he has identified the likely ways an away team will die and has selected a number of security personnel accordingly
