If there was a desert of graphite dust and a large storm formed above it how would weather act around it?

This question just comes from me and a group of friends working on a world building project together. We have this city called "Oasis" its a multiple large domes in the middle of a desert. But we had to explain why people only live in the domes and decided on a massive storm that is always around it, but that wasn't inherently bad so we changed the desert from sand to graphite.

Would that cause intense weather or any other complications thats not coming to mind?
