Why is WSDOT rebate only for E bikes?

I just saw in a threaded comment somewhere else here that there’s a rebate program on e bikes by WSDOT. So I looked it up and it’s only for e bikes.

Anyone know why it’s only offered on e bikes, and not also regular bicycles? (ones without motors).

Why does this rebate exclude regular bikes from the initiative?

Regular bikes:
- best choice for climate action
- more affordable than e bikes
- gets people exercising = reduction in heart disease

Rebate should:
- eligible for road bikes
- keep e bikes an option for accessibility
- just adjust the terms accordingly

Why exclude regular bicycles from this program, why?

Help me understand

I don’t get the folks who choose to bike on busy streets right next to greenways or bike paths. I live in west Seattle, and saw someone biking on west marginal. I get that the bike lane crosses over and is annoying. But it’s so much safer than biking on west marginal. Or another example is folks who bike on Delridge north bound. There are just so many nicer alternatives that go the same way.

20 years after Terry McMacken was killed crossing the Ballard Bridge, not much has changed

Like most people, i really hate biking over ballard bridge, and I actively avoid it. Right now we (the people picking up trash) are solution agnostic, but there has been talk of a 10+ ft bike/ped path on the western side of the bridge!
