How do I Fix lighting jitters

this is my first time playing this game and as soon as i got control I noticed and its very distracting.

I couldn't submit a video but if you skip through the images and look at the bikes you'll see it.

If you're playing it on Xbox game pass, on PC, it is essentially a broken port. You can find fixes, but it's not a complete fix and it's a real shame that they won't address it.
