What makes him even more stupid is that rifles (the modern "Pennsylvania Rifle") were actually being used during the U.S. Revolutionary War because they were more accurate and powerful than the muskets. They were made in small batches, and were so modern that not a lot of people had them. George Washington didn't prefer the rifles over the muskets, but Congress sure did, and went so far as to form and fund a school for training multiple rifle companies.

And this was like a decade before the Constitution was signed and the Bill Of Rights was ratified.
