# Why We Have This Rule
We have this rule to try and prevent others from lying and making things up as they would be expected to give scans for what they are claiming once asked. It's also supposed to raise the bar of discussion and debating as part of the rule is explaining what you say, and this would add more meat to the bone.
# When Is It Applicable And Not
The rule is applicable when someone makes a claim, for example "Goku is able to do the kamehameha" you would be expected to explain your reasoning or give a scan for it and if you've given an explanation and are asked for proof you are expected to give scans for your explanation
It is not applicable just because you disagree with someone. Someone saying "X Character is universal/wall" is not inherently miss information as powerscaling is about personal interpenetration of something/someone's strength.
You also don't report someone for sending/making a scale without having scans before being asked to provide them
# What This All Means
What this all means is that the rule is useable when someone refuses/doesn't give an explanation/scans once asked to.
