If this frame still holds value to you I'd have it repaired as soon as possible otherwise the crack will likely spread. Seems to be a pretty easy to repair location
FYI a repaired frame loses pretty much most of its value when resold, and a professional repair is in the 200-400 range so you have to decide for yourself if it's worth to do it to get more miles out of your frame

Also, I haven’t heard it mentioned, but I’m guessing a repair changes, the ride quality of the frame somewhat

Locally the stiffness of the frame in that area will change for sure, although we do our best (i assume other repair folks are the same) to reproduce the overall behavior of the area. Meaning a downtube will get a wildly different layup design compared to a seatstay compared to a chainstay. Its not perfect for sure, but a noticeable change in ride quality was never consistently reported to us, and I asked the majority of in person repairs if they had experienced that.
So in the engineering world, yes, there can be a relative stiffness change in the local area, with potential to affect other subassemblies within the structure (frame), and that is a high consideration during the design, application, and finishing of any composite repair.
But in my experience and in the larger context of the machine we're discussing, its either unnoticed by the rider, or easily forgotten and moved on from. The one comment I ever received unprompted was a guy who pretty much blew the rear triangle off his frame. Dropped a weight plate through his seatstays and crushed one of his chainstays.
About year after the repairs, he dropped a 5lb plate on his top tube, and came back to see us for that repair. He mentioned there might have been a small stiffening of the rear triangle, and he felt like it made the bicycle faster! So obviously more of a funny anecdote, but he was the only customer who ever mentioned any ride quality changes.
TL,DR: It can, but in most cases nobody notices.

Nope. Thats fucked. Proper fucked. I can see the cracks going out beyone the paint damage.

Can be fixed to be rideable. But even the pricey professional repair will leave a big ugly spot requiring a respray. Even professionally repaired & repainted the frame will have virtually zero resale value. Unless it has some great sentimental value to you just move on to another frame.

There is some damage. I would have it repaired or replaced.
