The fact that your greedy ass owners has been penny pinching their own players and screwing them out of incentives and bonuses for several years now is the real reason the MLB needs a spending floor instead of a cap!

Spending floor and spending cap are not mutually exclusive. Owners first offer included a spending floor.  Also, one of the reasons the Dodgers spend so much is because they have a financial advantage over the other teams as a  result of their bankruptcy agreement. And that advantage runs for many more years.
