SEASON 2 SPOILER! What is this? Spoiler
The thing that Mahone was writing on at the very start of 2x01. Is it some FBI "code cracker" or something? I've rewatched the whole multiple times b4 but I just watched a few eps before the s1 finale (after years since I last watched any of the eps) and I got hooked so as far ad I'm concerned I think i guess I'm rewatching the whole show now😭 but I never really thought about what this paper was in the past

It's the newspaper's daily crypto-quote, and it's intentional. According to Mahone, Michael never goes a day without a plan. According to Lincoln, he doesn't even take a piss without a plan. I always think of Michael's hand tattoos in season 5 because he might as well have created this crypto-quote. "Never interrupt your enemy when he's making a mistake."

I agree with everything u said except for that "never interrupt your enemy when he's making a mistake" line.
I'd say this was simply more of a twist on "never break the law while you're breaking the law", which is just a common irl (true) saying among criminals irl

At the top you can see it says “Crypto-Quote” which is basically a word puzzle that uses a cipher to decode an encrypted message, like a famous saying or something. The writers way of showing us that Mahone is really into deciphering stuff.
