This taunt is called "Tonight, You" and has PaRappa pointing deviously.

There's an ATHF episode called Hand Banana, and in the episode Shake, Frylock, and Meatwad make a dog which is very weird towards Carl. Hand Banana mostly says "Tonight... you." while pointing menacingly at Carl. PaRappa is a dog as well.

It's not 100% guaranteed to be a reference, but I like to imagine PaRappa is canonically an ATHF fan now

I’m sorry if the PaRappa the Rapper/Um Jammer Lammy characters look cursed, but please don’t make fun of my artwork as it was my first/second time drawing these characters. 😒

Also, the credits for the sprites I used for the characters silhouettes on Ly’s binoculars are on the description of the crossposted post.

Needless to say PaRappa and Lammy make new friends in which Rammy, Barbara, and Ly see them and watch what they’re doing!
