Acsung · Question Finnesburh Fragment

Not an Old English student, but I was watching yt/reading about the Finnsburg fragment and the episode. I've read Tolkien's book before, but it was probably a bit too scholarly for me to fully grasp.
In the fragment, a short speech is giving before the Frisians attack the hall. But is this Hnæf or Hengest speaking? I've always thought the fragment was at the beginning the conflict, with Hnæf speak. But in the yt video I watched, he described the fragment as Hengest speaking, at the time when the hostilities break out again (some time after Hnæf's death).
So who do you think got it right?
I think it was this video
