Replacing inactive top mod

Can someone please tell me the procedure for replacing an inactive top mod? Where do we go to apply?

Here's an official reddit support article in regards your question.

Make sure to check the requirements please and from there to confirm if you do have to make a request at r/redditrequest

If the top mod has been tagged inactive then the topmost active mod with Everything permissions can use the mod reorder tool to move the inactive top mod down the mod list and then remove them.

You can read abuot that here:

If none of the active mods have Everything permissions then the topmost active mod will have to send a modmail here to request removal of the inactive top mod and upgrading you all to Everything permissions.

We've tried everything, but we're not able to reorder to demote the inactive moderators.

Why not? Does the topmost active mod not have Everything permissions?
