Never heard of it - does it mean an enlargement?
From what it looks like it's taken the line from the origin to the point, and it's mutliplying the distance along that point by the scale factor
with P being the "origin" in this case
so to me if you're multiplying it by the scale factor 1/2, the distance between the origin and each point should half
so it would be the inner triangle

From Webter's Dictionary, dilation is the act or action of enlarging, expanding, or widening. Here, you are dilating by a factor of 1/2, so the new shape will be smaller. Choose the triangle that is centered on point P and has sides half the length of the sides of triangle ABC.

dilation is changing scale all you do is multiply each point or vertex (each point of the geometry) if and original point is (1,2) if its dilated by a factor of 2 (makes it twice as large) multiplies all values by 2. (1x2, 2x2) -> (2,4) this is assuming that the center of the dilation is (0, 0)

Dilations cause points to move along a line either away from or toward the center of dilation. Dilations will scale the side lengths of the shape by multiplication, but they also change the distance from the center of dilation by multiplication.
If the scale factor is less than 1, the points move closer and the resulting shape gets smaller. This is because multiplying by 1/2, 1/4, 2/3, etc will result in a smaller value than you started with.
If the scale factor is more than 1, the points move away and the resulting shape gets larger. This is because multiplying by 2, 3, or any other number greater than 1 will result in a larger value than you started with.

Yeah, fundamental issues is that it should be smaller , not larger.
What would be scale by a factor of 2?
