Okay, but with how Sinestro has been shown to have granular enough control to reconnect synapses in someone’s brain, you may be able to make a construct that gives you the same effect as alcohol.

That is too much CGI money for a show that has over 10 million budget per episode.

Can't afford. Let's make a plot where ring is always 5% charged.

Honestly I think "Hal is too lazy to recharge the ring" is a funny plot point. To the point where he figures out he can beat it into having a reserve.

Hopefully now Jon keeps his charged more often.
