The right stick (c-stick) DOES NOT control your movement, so the only explanation is that you’re holding down on the left stick without realizing. The only exception would be for Dairs that cause downward movement on their own (ex: ZSS, Greninja)

To expand on this: if you are able to fast fall (i.e. not rising) and are holding down on the left stick when you c-stick aerial, it reads a fresh left stick input again after the attack input. So the game thinks left stick went from neutral to down in 1 frame and does a fast fall accordingly. It's a handy piece of tech if the timing helps you hit an autocancel window.

The c-stick does control your movement   since it’s technically a macro inputting forward + A. That’s why when you’re trying to input a raising fair or bair with the c-stick while being stationary it makes you move forward/backward.

In the case of down air it definitely doesn’t have any influence though.

True, good catch. For the purposes of OP’s question though I’d say I still stand behind my answer

Using the right stick to down air doesn’t make you fast fall

In SSBU you can FF and cancel your FF with an aerial but you need to let go of A-stick. If you continue to hold down you’ll “double FF”.

Post a clip, the answer to the question really depends on the situation, you aren't supposed to be fast falling and Sding off-stage unless you're subconsciously fast falling while spiking without intending to which I'm assuming that's the problem - are you trying to catch a low recovery with a spike? Are you trying to Dair off the platform of PS2/Small battlefield and end up fast falling off the edge? But no, of course it's not "meant to happen", share a clip or two if you want real advice. The real answer is to practice it until you can do it with your eyes closed - more reps and feel the controller vibration and time it right.

A fast fall Dair near the ledge with Arsene on Joker or Falcon or Byleth, just as a few examples, are great tools for ledge guarding with a high chance of spiking once you get the timing down, and you can catch roll-ins with a dash attack or jab, catch get-up attacks with shield-grab or shield-OOS depending on the char, catch jumps off ledge with fairs, etc...I went off on a tangent there.
