I thought it was because if you break or hit a bump hard your front foot is shoved forward into the post... That doesn't feel good. I've lost toenails that way.
And when you're carrying it, the body can also swing around and hit your ankle bone. That doesn't feel very nice either. Although that part happens even when you are wearing shoes.

PSA: DON'T RIDE SCOOTERS BAREFOOT. That fender brake gets extremely hot really quickly.
Brought to you by: guy that burned the bottom of his foot in middle school. Also, the bottom of your foot is a terrible place to get burned.
