I'd say it was more a mushroom cap.

While terrifying, am I the only one who thinks that this would be a fucking awesome hat for chemo patients to have during treatment? It would encourage the shit out of me.

I'm wondering what a life would be like built around the central belief that toad's mushroomtop was part of his head

Tumor-heads are better than hats, apparently?

I always imagined it was some kind of mushroom-patterned turban seeing as how the rest of his outfit is evocatively Arabian. Persian? I dunno. Aladdin wears it.

Considering Princess Toadstooll/Peach herself is human-looking with no mushroom lady-parts, I always used to assume the Mushroom Caps were head-pieces worn by the citizens (Toads) to go with the rest of the Arabian Nights looking outfits.

Reminds me of the Spongebob episode with Kevin.

'I didn't know it was a hat!'

'...It wasn't.'

It's ok everybody! He just has the toadstool equivalent of alopecia and he wears the hat to regain some of his lost confidence in public.

There's a reason why it's called a "cap"
