Didn’t notice this statement from new councillor Curtis during the campaign

Randy Curtis’s take on the ECE bylaw:
“The Town of Cobourg's Emergency Care Establishment (ECE) By-law (By-law No. 018-2024) has become one of the most divisive pieces of local legislation in recent years. Introduced following Northumberland County's purchase and relocation of the Transition House emergency shelter to 310 Division Street, the by-law was intended to regulate emergency shelter operations within the municipality. However, its implementation has come at a significant cost to taxpayers and has created substantial barriers to providing essential shelter services.
The by-law restricts shelter capacity through extensive administrative requirements, strict licensing limits, and punitive enforcement measures. These regulations place a heavy financial burden on non-profit organizations and service providers. As an example, Northumberland County was required to commit more than $580,000 in additional taxpayer funding to bring the 310 Division Street facility into compliance with the Town's requirements.
The Ontario Human Rights Commission (OHRC) and legal counsel representing Transition House have argued that the by-law creates discriminatory and cost-prohibitive barriers that limit access to emergency shelter services and negatively impact individuals experiencing homelessness. Rather than supporting vulnerable residents, the by-law has increased operational costs and reduced the
community's ability to respond effectively to housing insecurity.
Given its financial impact, regulatory burden, and the concerns raised regarding human rights and accessibility, the Emergency Care Establishment By-law should be repealed.”
That should put him on the new mayor’s Christmas card list.
